I fail to see what you actually are asking here...
We are boki. The rest is known.
The not so known part of the rest: It is
Björn
or Bjoern, but never Bjorn.

IXACT3Engine::CreateStreamingWaveBank() returns S_OK when you pass XACT_WAVEBANK_STREAMING_PARAMETERS::file handle to a in memory wave bank.
Should'nt it already assert there or art least return something other than S_OK?

With
I/O callbacks
you can change the default file access behavior so
IXACT3Engine::CreateStreamingWaveBank()
returning
S_OK
makes sense.
