If you have to control the cue, you have to GetCue and then Play. When you do, you have to keep playing cues on a list, and check if they're done, and when they're done, dispose them. Else you'll run out of resources and things will either become silent, or throw.
However, in XACT, couldn't you just create a single cue for "spinning wheel" and play it? Then modulate some parameter such as "spin speed" which would adjust the pitch or tempo of the cue, until you stop it.
