This post is just to get some information on how to go about confronting an ISP that filters Xbox Live packets. I know that Xbox Live uses custom packets that could be easily filtered, and I am pretty sure my area has started slowing them down in the past month or two, even though QoS should be pushing them first instead as Microsoft intended.
I'm using a cable modem in Orlando with BrightHouse (I believe the service goes under a couple of names in this area, possibly including Earthlink, but it all comes from the same source), this problem is somewhere around month old, coinciding with the release of XNA 2.0 and the beta, though admittedly there is absolutely no way to know if this is coincidence. It has however affected other users as well and has been documented:

Demo downloads which used to go quite fast now take literally entire days to complete. Regular Internet access is fine. I can't even play halo 3 anymore, which is quite frustrating, not to mention every other 360 game online.
I am quite sure Microsoft would take interest in this, at the very least it should be looked into (knowing that the ISP will most likely initially deny such claims, and a technician or customer service rep most likely wouldn't have been informed). Customers have had very little luck, it's the sort of thing that would most likely require direct attention from Microsoft to get any results.
