    Sound tools

    What kind of free/cheap software is out there for creating your own sound effects?  I have some specific stuff in mind that I'd like to create, but I know pretty much nothing about this area of interest.

    There's a ton of software out there, each with different strenghts, weaknesses, and features ... perhaps if you outlined some of the things you'd like to achieve, we could make better recommendations :-)

    Explosions, weapons firing, engine hum, stuff like that.

    You should reconsider. Using software to create particular sound isn't easy (recording is hard, generating "real" sounds is even harder).
    You have plenty of sites with free sound effects(for instance, this one). Use them
    or buy some cd with sound effects(there are few in reasonable price).
    For your needs on sound editing audacity should be enough.
    But I guess you're not good on subject, so you will not make any use of it.

    Debesciak has a point.  I'm a decent audio engineer and messing with sounds is time consuming.  A great way to get started is to just buy a collection of sounds effects.  If you want to spice up those sounds a bit, pick up a tool like soundforge so you can tweak, modify and mix the sounds you bought from a collection.
