Am I allowed to use the education samples, such as the TankOnAHeightmap?

And yes, there was a thread about third party licenses, but I don't want to add there something, because it's unusually ( I'm right? )

The education samples use the MS-PL (Microsoft Permissive License) ... this can generally be understood as fairly permissive :-P However, legal interpretation of what that license means to you in your country is something that only you can do for yourself, perhaps with the help of a lawyer.

And what about the USA oder GB, can you use there the samples?

Those should be just fine. The starter kits are licensed under Ms-Pl (a very free license) and many of the Microsoft guys have said that you are able to use those assets in any of your projects.
