This thread is about where creators are from. And Sweden is already on the list of countries that are allowed to publish community games. The survey here is outdated. When it was created, only the six countries listed above where among the "supported" countries. The list of supported countries has since been extended to 11 countries at the current time, with another 3 to be added on Dec. 15th. Currently supported are US, Canada, UK, Ireland, France, Spain, Italy, Netherlands, Denmark, Norway and Sweden. To be joined on the 15th by Australia, New Zealand and Singapore.
Or did you mean that you want to be able to buy community games (=consumers' side)? Wrong thread in that case... :-)
