[EDIT] Got it. I had forgot that my camera uses different projection matrices depending on what I'm drawing, and I was setting the clip plane on the wrong matrix. It was a clip issue.
I just added a new space-station to my game, and the bottom part of it is getting culled depending on the camera angle. Its not a clip problem as the model is about 400 units tall and placed about 250 units out on Z and I've moved the rear clip plane out to 3000 and it makes no difference. The bottom of it still gets culled somewhat depending on the camera angle.
