Was wondering if Torque Game Builder can be used to make games with XNA or does it have to be TorqueX?

Has to be Torque X as far as I know. Torque X was built specifically for XNA.

Sure, the tx builder 3d output is an xml file. All you have to do is write an importer for that file and there you go.

umm not really. The xml file is just for the scene descriptor. TorqueX is alot more than just a scene builder. You can go to their site and DL a trial version and see for yourself.
