HI
I WANT TO KNOW IF THERE are any text speaker component that i can integrate with xna or if there is emedeed one so that it can read recieved messages as voice
plz is there any one that know any thing about this?

You should use the Microsoft's Text to Speech library. There's a topic on that somewhere in the forums, use the search.
Although I haven't had any luck using it on my computer.

The
Microsoft Speech API
won't work on the 360 though - its not 100% managed code.
There is no speech recognition possible on the 360 - we don't have access to input from the microphone.
Casey ported a Open Source speech synth to XNA a long time ago -

code probably doesn't compile any more since I think that was XNA 1.0 but it shouldn't be too hard to get working.
