im from mexico too and i also have a small development company and i would really like to see community games supported on mexico, i was excited about it since long ago, but now im starting to loose my hopes about mexico getting in the allowed country list

that would need to be done in a content processor, there's an example project in the educational section , its the one with the spaceship with a cubemap texture

xna is perfectly capable of achieve great 3d graphics at a very good performance rate, the problem here is not in xna itself but in the skills and resources of the programmers of the current community games developers.
and thats why because 3d games are way way harder than 2d games, they require more expertise , more tools, deeper mathematic ...

the xna creators club premium memberships are available in every country that xbox live supports... so yeah even if you are not on the list of the community games distribution channel.. you can have the xna gs connect on your xbox to test your games if you are in a country with xbox live.... but thats it

i may add that reflector will only work with non protected .net assemblies and not native dlls and exes

i understand what you mean ...you would have to rig your models with bones and animate them in your 3d app...because a separate model would look ugly.. pretty much like 90's 3d games so better a welded body mesh which is affected a bone skeleton
you would need a custom processor or importer depending on your needs.. maybe only skinned ...
