I assume you are talking about the Xbox publishing TCRs... is there somewhere that this list is publically published these days?

In general the TCR list is (was?) something only available to people with a publishing agreement, in which case you would also have an account manager and support system to answer these questions.

A subset of the TCR requirements can be seen on one of the presentations at Gamefest 2007. Other than this, I suppose the full TCR is only available to registered developers.

Not sure if those meet the requirements or not, but they are the officially released images for the XNA community so I'd have to assume they would at least come close.
