I tried looking over the forums, but never saw a straight forward answer. Does Microsoft have any plans to allow live support over the 360? Or when the new XNA 3 comes out?

What do you mean? XNA Game Studio 2.0 introduced networking on the Xbox via LIVE so you already have this functionality.
