The XNA Framework is a Games/Graphics Programming Framework. If you are looking for a good cheap 3D Modeling package I would have a look at Blender 3D.
There is also the SOFTIMAGE|XSI Mod Tool for an integrated 3D modeling tool.
You should spend some time looking over this site and using the search function in the forums. It's a lot faster than waiting for someone to answer your question and would give a lot more information than we've just given you.
